National Conference-PDP unannounced coalition alliance with Jammu and Kashmir Panchayat Election boycott
Once Again, after 30 years in Jammu Kashmir, the ground between political parties is getting tight. After the breakdown of PDP BJP coalition government in Jammu Kashmir, Governor's rule began. The biggest challenge for the Governor of Jammu and Kashmir was to improve the situation of Jammu and Kashmir and to create an environment for the process of election which was being postponed from 2016. But the way the situation in Kashmir is worsening rather than improving, that has put a kind of halt in the electoral process.

National Conference and PDP have indicated to stay away from panchayat elections

When there were some similar situations in Jammu and Kashmir in 1987, Farooq Abdullah was the Chief Minister of the Congress and National Conference's coalition government. In 1990, he had made similar conditions in Jammu Kashmir by resigning from the post of Chief Minister after the massacre in Gawkadal area of Srinagar during the beginning of terrorism in Jammu and Kashmir. Then there was President's rule for a long time in Jammu Kashmir and for almost 7 years, the National Conference of Jammu and Kashmir, the main political party, kept itself away from the electoral process. Then in 1996, Prime Minister Narasimha Rao interacted with Farooq Abdullah and brought many assurances into the electoral process, and in 1996 he became Chief Minister of Jammu and Kashmir once again.
This time, the manner in which the National Conference in Jammu and Kashmir has decided to stay away from the panchayat elections; after this declaration, some similar signs have been given by the PDP. This clearly shows that some similar situations have started to emerge in Jammu and Kashmir, which were in Jammu Kashmir 30 years ago. Significantly, for the Lok Sabha seat of Anantnag in Jammu and Kashmir, the by-elections are not being held since 2016 that had to postpone due to circumstances in Jammu and Kashmir. Panchayat elections in the state are also stuck after 2016.
On Saturday, former Jammu and Kashmir Chief Minister and National Conference chief, Farooq Abdullah also made it clear that he will not participate in any electoral process till the Central Government does not clear its stand on special status of Jammu and Kashmir. This makes it clear that along with the Lok Sabha elections in Jammu and Kashmir in the year 2019, the National Conference is currently also running away from the new assembly elections and reportedly such environment is also being formed in PDP.
The question arises as to what is the reason that two major political parties of Jammu and Kashmir are running away from the electoral process. The reason for this is clear- the situation of continuous deterioration in the valley from 2016 is neither an environment for any election nor in the interest of most people. At the same time, the special powers of Jammu and Kashmir have drawn swords between the Central Government and Jammu & Kashmir political parties. And somewhat, both the political parties of Jammu and Kashmir, National Conference and PDP are pressurizing the BJP government at the Centre to clear their policy on Article 370 and Article 35A. And this is the issue which the BJP can neither swallow nor spit.
